British Broadcasting Corporation Gaza Film Considered a 'Significant' Breach of Media Standards, Says UK Media Regulator

The public service broadcaster committed a "serious breach" of broadcasting rules by not revealing that the narrator of a documentary about Gaza was the offspring of a Hamas official, as ruled by UK media regulator Ofcom.

An probe by Ofcom into the programme Gaza: How to Survive a Warzone has concluded that the programme was "materially misleading".

The chief executive of the broadcaster had previously apologised, noting there had been "a major oversight in relation to factual correctness".

The authority has directed the corporation to air a evening statement about its decisions.

"As this represents a significant violation of our regulations, we are directing the broadcaster to broadcast a message of our determinations against it on BBC2 at 9pm, with a timing to be determined," the regulator stated.

'Risk to Damage Credibility'

The authority's announcement declared: "Our probe determined that the programme's lack of disclosure that the voice's father served in a position in the Hamas-controlled authority was significantly deceptive.

"It meant that the audience did not have critical information which may have been extremely pertinent to their evaluation of the presenter and the details he provided.

"Confidence is at the center of the relationship between a broadcaster and its viewers, notably for a state-funded media outlet such as the British Broadcasting Corporation.

"This error had the possibility to undermine the very considerable amounts of confidence that the public would have placed in a documentary produced by the BBC about the conflict in Gaza."

The documentary was pulled from the BBC's streaming service in the month of February after the narrator's family links came to light, and in this past July an broadcaster's internal assessment determined it breached the broadcaster's content policies on accuracy.

A representative for the broadcaster said: "The regulator's decision is in accordance with the conclusions of Peter Johnston's review, that there was a serious error in the programme in relation to the corporation's content standards on truthfulness, which corresponds to Rule 2.2 of the regulator's media standards.

"We expressed regret for this and we agree with the regulator's ruling in full. We will follow the sanction as soon as the date and language are determined."
